Dr Freckelton AO KC was the lawyer member of the Psychologists Registration Board of Victoria between 1999 and 2007. For a period he was the Board’s Acting President.

At that time the Board functioned under the Psychologists Registration Act 2000 (Vic) and the Health Professions Registration Act 2005 (Vic). In due course (1 July 2010) these were replaced by the Health Practitioner Regulation National Law (Victoria) Act 2009 (Vic)

Dr Freckelton participated as a decision-maker in many formal and informal hearings. During his period of appointment to the Board, Dr Freckelton chaired the Lawyers Members of the Health Practitioners Boards. He also participated on the Complaints, Communications and Legal Committees of the Board.

Dr Freckelton has written extensively about regulation of health practitioners (see eg I Freckelton, Regulating Health Practitioners (Federation Press, 2006); I Freckelton and B Bennett, National Regulation of Health Practitioners (Federation Press, 2019, forthcoming).

Since leaving the Board, Dr Freckelton has regularly appeared before VCAT and on appeal throughout Australia in relation to allegations of unprofessional conduct and professional misconduct by psychologists and other health practitioners.
