At that time the Board functioned under the Medical Practice Act 1994 (Vic) and the Health Professions Registration Act 2005 (Vic). In due course (1 July 2010) these were replaced by the Health Practitioner Regulation National Law (Victoria) Act 2009 (Vic)
Dr Freckelton participated as a decision-maker in many formal and informal hearings. During his period on the Board, Dr Freckelton chaired the Lawyer Members of the Health Practitioners Boards. He also participated on the Complaints, Notifications, Performance, Communications and Legal Committees of the Board. He played a major role in drafting the Board’s Medico-Legal Guidelines.
Dr Freckelton has written extensively about regulation of health practitioners (see eg I Freckelton, Regulating Health Practitioners (Federation Press, 2006); I Freckelton, National Regulation of Health Practitioners (Federation Press, 2011).
Since leaving the Board, Dr Freckelton has regularly appeared before VCAT and on appeal throughout Australia in relation to allegations of unprofessional conduct and professional misconduct by medical practitioners and other health practitioners.
